简析中美石化行业泄漏检测与修复(LDAR)标准

摘要: 设备泄漏是石化工业最主要的挥发性有机物(VOCs)无组织排放源,其最佳实用控制技术是泄漏检测与修复(LDAR),相关法规和标准是LDAR实施的基础和依据。简要介绍了中美两国石化工业LDAR相关标准体系,总结了中美两国国家及代表性地方LDAR标准的主要内容及特点,分析了存在的问题及发展趋势,供石化设备泄漏VOCs无组织排放管控、LDAR标准升级、企业内控指标优化及技术研发应用参考。

Abstract: Equipment leakage is the most important source of fugitive emissions of volatile organic compounds (VOCs) in petroleum refining and petrochemical industries. The best available control technology is leak detection and repair (LDAR). This paper briefly reviewed standard systems for equipment leak in petroleum refining and petrochemical industries, summarized the main contents and characteristics of national and representative local LDAR standards in China and America, and analyzed the existing problems and potential development trend, which could be used as a reference for the management and control of VOCs emission from petroleum refining and petrochemical equipment leakage, the upgrading LDAR standards, the optimization of enterprise internal control index and the application of technology research and development in China.
